In Hong Kong, rain changes routes faster than it changes plans. Everyone still goes where they meant to go. They simply negotiate different cover, different stairs, different brief shelters beneath tower podiums and bus stop roofs.
That is part of what makes the city readable: weather here is not scenery. It is routing information.
